Professor Dr. Khaled Abd Al Ghaffar, Minister of Higher Education and Scientific Research issued a ministerial decision to form a committee to specialize in a capacity building project at the national level to develop mechanisms for activating UNESCO conventions on the recognition of higher education qualifications. The project includes three phases, in which the committee prepares, in the final phase of the project, a documentation guide that includes standards and recommendations. The formation came in light of the ministerial decision, including the membership of Professor Dr. . Elsayed Mohamad Dador, President of Damietta University and Head of the Education Committee of the National Committee for UNESCO, in addition to a number of experts in the General Committee for the Equalization of University Degrees.
