• General Regulations and Restrictions governing the Understanding Memoranda

The Prime Minister recommended that neither the Ministry of Higher Education nor its affiliated entities should sign any international memoranda with any foreign entity without referring the matter back to the Ministry of Foreign Affairs and relevant ministries for appraisal and approval. The Ministry should be notified before following the procedures of signing the memorandum (through the General Administration for Cultural Relations).
